​ ​​​​Civil Engineering Section

 The Civil Engineering Section is headed by the Director (Civil Engineering) and is shouldered by a team of Civil Engineers, Geotechnical Specialists, Technical Officers, Draughtsmen, Laboratory Technicians and the Inspectorate cadre.

 The Civil Engineering Section is divided into several units, managed by Lead Engineers under the supervision of the Director and Deputy Director.

 The various units of the Civil Engineering Section are as follows:

     The Civil Engineering Section of the National Infrastructure Division of the Ministry of National Infrastructure and Community Development (N.I.D) is responsible for:
  •  
  •  ::  Structural design of Government building and Civil Engineering projects
  •  ::  Maintenance of Government buildings
  •  ::  Ensuring the structural soundness of Government buildings and Civil Engineering structures for the safety of the public and staff
  •  ::  Assessment of structures in cases of distress, fire, accident or failure and the preparation of technical assessment reports
  •  ::  Repairs and rehabilitation of Government buildings through the use of proper techniques and materials
  •  ::  Monitoring of landslides
  •  ::  Carrying out of all necessary soil tests and investigations for safely designing foundations to building structures;
  •  ::  Representing the Ministry in Arbitration and other Court cases on engineering matters;
  •  ::  Provision of an advisory service to other Government Bodies on building construction and civil engineering matters, legislation for building control, land development, preparation of standards of materials of construction;
  •  ::  Implementation of the cyclone scheme before and after cyclones
  •  ::  Assistance in the organisation of state visits, General, Municipal and Village Council Elections, National festivals and National Day Celebrations

     Design & Supervision Unit

     This unit is essentially for the structural design of projects which includes reinforced concrete buildings, steel and timber structures, site and infrastructural works, covered passages, football grounds, etc.

     The unit includes Structural/Civil Engineers who undertake the structural design of capital projects along with supporting staff like Technical officers and Draughtsmen. This unit is also involved in feasibility study of extension of existing buildings, repair and renovation works requiring minor structural repairs and rehabilitation works.

     The Ministry of National Infrastructure and Community Development (N.I.D) provides Civil & Structural Engineers as part of a team comprising also of Architects and Quantity Surveyors for the design and supervision of capital projects, along with supporting staff like Technical Officers and Draughtsmen.

     Framework Agreement Implementation Unit

     The Civil Engineering Section comprises four Framework Agreement Implementation Unit sections, each responsible for the implementation of capital projects for a group of Ministries, and headed by a Lead Engineer assisted by Engineers/Senior Engineers.

     The Framework Agreement Implementation Unit is also responsible for the management, monitoring and supervision of projects for the repairs/rehabilitation/renovation/upgrading of existing Government buildings which are entrusted to private contractors on a district wise basis under a Framework Agreement.

     Planning & Direct Labour Unit

     This unit is responsible for drafting standards for project preparation (design/supervision), periodic regular reviewing of specifications, refinement/updating of standard drawings, maintaining/consolidating data related to preparation/implementation of projects into a repository and its analysis, customisation of PPO standard bidding documents to meet the specific requirements of MNI&CD, providing pre-contract services to the line Ministries up to award until post-contract is taken over by the Framework Agreement Implementation Unit of MNI&CD (NID).

     The Direct Labour unit is meant essentially for the preservation of building assets owned by Government. It carries out the routine maintenance of all Government buildings through its direct labour force under supervision of the Inspectorate staff in three zones namely:

 The Direct Labour unit is also responsible for the implementation of the cyclone scheme before and after cyclones and for providing necessary assistance in the organisation of state visits, Elections, National festivals and National Day Celebrations.

 Geotechnical Unit (GU)

 GU is headed by a Lead Engineer assisted by two Geotechnical Specialists and three Engineers/Senior Engineers.

 GU staff are responsible for the:

  •  **  Preparation and upgrade of the Landslide Hazard Map for Mauritius;
  •  **  Providing advice and consultation on subsurface issues including landslides;
  •  **  Providing advice and consultation on anomalies on the surface and on structures for particular projects where the stability of the land can be affected;
  •  **  Providing advice and consultation on the monitoring of existing landslide areas in Mauritius. However, the monitoring activities can be carried out by the GU if required;
  •  **  Providing views and comments on EIA and PER applications;
  •  **  Verification of the compliance of the items of the EMR with the conditions attached to the EIA license;
  •  **  Conduct preliminary survey and reporting of the occurrence of anomalies for queries/requests from local authorities for building and land use and the Citizen Support Unit (CSU) which includes the assessment of natural landforms and the stability of natural and man-made slopes;
  •  **  Drafting of a proposal on the implementation of a landslide warning system – the telemetry solution;
  •  **  Provide advice on any geotechnical issues for Government projects.
  •  **  Reporting of the warning, evacuation and termination stage during crisis situation to the NDRRMC on request according to the protocol of the GU;
  •  **  Though the maintenance of equipment installed on landslide sites are the responsibility of Local Authorities and Project Clients, however for the time being, the maintenance is being carried out by the GU team since several landslide sites are under the mandate of the MNI & CD in accordance with the National Disaster Scheme under the NDRRMC.
  •  **  When the full functioning of the Geotechnical Engineering Unit has been established, the assignment of the Geotechnical Team, Disaster Management Team and Soil & Geological Team will be made. The Soil & Geological Team will bear part of the responsibility for the Soil Testing Laboratory.

     Materials Testing Laboratory

     The Laboratory performs different type of tests on materials used for building and road construction projects. Materials that are being tested include soil, aggregate, bitumen, asphaltic concrete, cement, concrete, and steel bars. The laboratory unit is also involved in field tests.

 All these tests are usually performed at the request of Contractors, Consultants and the public at large against the payment of a test fee which varies from test to test.

 Technical Officers

 The Technical Officer cadre is responsible to the Engineer/Senior Engineer through the Principal Technical Officer and the Senior Technical Officer for the proper execution of works assigned.

 The Technical Officers assist the Engineer/Senior Engineers in the supervision of building and civil engineering works/projects at all stages and in ensuring compliance with specifications and drawings. They perform quality control on building materials and to supervise concreting operations. They perform surveys and prepare drawings and plans related to survey works.

 They assist the Engineer/Senior Engineer in taking off quantities, preparation of Bills of Quantities and the collection of information for the preparation of Scope of Works. They also carry out measurement of work on site during and after the construction stage for payment purposes.

 Draughtsmen

 Draughtsmen use computer-aided design software to create 2D technical drawings including site plans, survey plans and working drawings in connection with architectural and structural aspects and requirements of Buildings and Civil Engineering projects.

 Pre-registration Engineers

 Pre-registration Engineers are Graduate Engineers who have completed their degree course and have to undergo a compulsory two years training under the tutorship of a Registered Professional Engineer prior to applying for registration with the Council of Registered Professional   Engineers (CRPE). The Pre-registration Engineers assist their supervisor in the design and supervision of building and civil engineering works/projects at all stages and in ensuring compliance with specifications and drawings. They also assist with administrative works such as   preparation of technical reports and tender documents.
